All you need to do is walk around all day during the summer time and your skin will get darker as the days go by. If anything, just stand at the beach and leave your villager idle. That should do it!

Might want to go for a light skin tone for the Cia outfit, as my female char lacks the tan necessary for a legit-looking Cia. Mayor Duskus will be just fine in his Volga armor, though.
