Can someone please tell me what Mercy's armor is made out of (The white parts). It looks like it should be a solid plastic or something, but it behaves like a cloth.

It's possible it's closer to almost an elastic carbon fiber polymer. Just my own guess.

After doing some research into it, I came to the conclusion that it's the white material they use on drums put on top of a woven carbon fiber material, which is the black.

Wow, this is a good one. Overall it just looks good. I like the way you designed her face, attractive and also with a look of innocence and goodness. Nice shading, nice clothing folds. I cannot be the best source of critique, however, as I am not all that familiar with the character, only seen her in trailers for the game and what not.
One thing that stands out to me is that I'm not sure if the white parts of the "armor" are a fabric material or a hard material. It appears to be fabric on the arms, but judging by how her breasts are in such a fixed position it seems like the abdomen armor is a hard material. Her breasts look a bit uncomfortable, because they are round but slightly not round near the tops of them, and it kinda looks like they are pointing upwards instead of resting against her chest naturally.
Cool painting overall though, I like the design of this character and you have painted her well.
