I don't get the Romaji for his name. I guess Rou and Row are both acceptable?

R = L or R. It's technically a tapped sound like the 'tt' in 'butter', but in English it sounds too much like 'd' and ends up making 'dough'.
O = pure 'o' sound.
U = after O, just a lengthener.
RÅ is also correct. Anything that begins in R or L and ends in 'oh' is correct.
