Sometimes you don't have the luxury of stopping to ask those sorts of questions when it comes to defending life. Guardians are trained to act with the intent to put innocent life first. The dogs are innocent, it's perfectly clear they are in that single moment and the human moved in an act of aggression. As a Guardian, it's better to react in such situations rather than ask questions. Raising the dead is quite the chore and Humanity needs to be put in its place.
