There was actually one point where I wanted to use Smeargle for Contests in Platinum due to his ability to learn literally any move via Sketch except Sketch itself, Chatter, Struggle, Shadow moves (in Colosseum and XD), and Z-Moves (in the current generation of games), as well as formerly Self-Destruct, Explosion (both of which can be Sketched if there is a Pokemon with the Damp ability present in the battle), Metronome and Transform (both of which first became Sketch friendly if either move failed due to, say, sleep, but now can be Sketched without restriction).
But then I learned that the only really reliable way to get the specific moves you want - link battling with friends - doesn't do squat because in battles that do not allow you to gain EXP, Sketch would fail outright (in Gen II), and since Gen III it will *work*, but you will forget whatever move was copied after the battle is over.

i never used smeargle before so i dont really know how sketch works, but could you use a double battle scenario and use it on your own pokemon?

I believe so, yes, but that does still require it being a battle you could gain EXP from; and off hand the only rematchable double battle I can think of is Roxy & Oli (Interviewers that can be battled daily in the Eterna City, Jubilife City, and Veilstone City Pokecenters). So, kind of not the most convenient thing

You know, for the longest time I thought Smeargle was some kind of lizard, now I know it's a Beagle

Heh, too perfect a reference to not use it. I really like how you incorporate Bob Ross elements into Smeargle. It'd be a great way to do a Smeargle in a nuzlocke comic one day.
