To be honest, if I saw that on the street I would not think "Ah, a lolita!" I would think "Oh, some sort of HotTopic-esque costume."
The construction of the dress is extremely shoddy and does not have even the most basic elements of lolita. And DON'T get me started on the materials, eugh!
Wa lolita is an extremely hard style to pull off without it ending up looking costume-y, I'll admit that, but this is not a good attempt at it. And the fact that she's wearing cat ears with the outfit leads me to believe that she thinks of lolita, in general as a costume, not a fashion.
