I'd euphemize the 'most beautiful Pokémon' part, as that title has already gone to Milotic and Diancie. How about this:

For the dex entry you could always mention something about Carosella liking to climb on to a carousel and pretending to be part of the ride. Since you did call it the carousel pokemon.
