They are swans, yes. Cygnets do occasionally climb up onto their mothers/fathers backs, yes, although I wouldn't say it's very common by any means. It is an absolutely MAGICAL experience to witness.

Maybe they do it because the water is cold and mothers back is warm.

I would say that is a very good reason for them doing it. God, they're so cute! Haha. To be honest, if I was a baby swan, I would want to get up on my Mummy's back and go to sleep too!
