Description
Since having Sly Cooper on the brain, I've been thinking about all kinds of ideas for how to reimagine the stories of the series and it's characters, usually I'd start with the Cooper Gang, but I just had so many redesign ideas for Raleigh that I needed to get it down.

Backstory: Raleigh Froggerton VIII came from the once famous Froggerton family, which gained promenance during the Industrial Revolution by developing many mechanized factory devices. Generations later, the Froggerton family wasted all their wealth on bad business investments like Robot Pets and Humongo-Wrenches (used for giant bolts). With nothing left to their name, the family fell on hard times until Raleigh invented a pair of Magnet Boots that took the construction world by storm. With money now to their name, the Froggertons were quick to try and once again invest in terrible choices, but as the money was in Raleigh's control, he decided to reject their ideas. Seeing Raleigh as an obstacle, the Froggertons tried to bump him off, but Raleigh was too smart to fall for their trap and turned the tables on his family. Proving to be as sadistic as his nefarious family, Raleigh put them in chains and forced them to work in his factories as slave labor. When this was discovered, the police tried to arrest Raleigh and this led to an intense chase and escape. Now branded a criminal, something awoke in Raleigh and he wanted more of the crime life rather than the wealthy life. Remembering the story books from his youth that were filled with pirate adventures and treasue, Raleigh knew exactly what type of crime he should specialize in. Obtaining a ship and developing some high tech weapons for it, Raleigh gathered himself a crew and became a pirate captain who stole from many boats that came into his territory. This would go on for some time until a giant mechanized owl landed on Raleigh's main ship and proposed an alliance with him and a few other villains to form a unstoppable team of evil that could make all of their larger, sinister ambitions succeed together when it couldn't be done alone.

The group became known as the Fiendish Five and together they took whatever they wanted, destroyed all in their way, and rose to infamy across the world. Things took a real turn when Clockwerk commanded his allies to go after one of the world's greatest thieves ever, Conner Cooper. Attacking the Cooper home in the dead of night, the Five managed to kill Conner as he was defending his wife, Maria, and son, Sly. Maria died to give Sly a chance to escape their home, which caught on fire and the youngest Cooper escaped with nothing but his father's cane and hat. Clockwerk's allies were about to pursue Sly when Clockwerk commanded them to halt. Something changed in the mechanized owl's behaviour and before anyone had a chance to ask why, Clockwerk managed to find the Cooper family's greatest treasure, the Thievius Raccoonus, a book filled with all sorts of techniques and tricks to turn one into a master thief. Since none of the Fiendish Five were actualy thieves, they stole various pages that would help each of them with the paritcular crime they specialized in and fled, leaving only the binding and cover of the once legnedary book behind, empty of the pages that once filled it.

With his pages, Raleigh found ways to use the weather to his advantage when commiting piracy as well as methods to build an energy wielding cane for stun attacks. Raleigh would set up a base on Wrath Island and start to build his greatest invention yet, an airborne weather machine. With the weather at his disposal, Raleigh set about to crash planes and sink ships in order to gather their cargo and make himself even richer. This strange phenomenon to everyone else made the area around Wrath Island gain the name of the Welsh Triangle where it never seemed to stop raining and any ship or plane would find themselves and their crew mysteriously disappeared. All seemed to be going well for Raleigh and his brand of piracy until a raccoon was spotted at the border of his base.....

Powers/Abilities: Raleigh is a certified tech genius and has developed many deadly traps for anyone dumb enough to set foot on his island. Being a frog, Raleigh has an elastic tongue, legs made for leaping, and a vocal sac which he expands for a surprise attack.

Equipment: On Raleigh's person, there is his signature hat which if made with various tools inside, including cameras located on the outside with their lenses only visible (these allow for Raleigh to have a 360 degree field of vision with his monacle acting as a viewer). The trigger controls on Raleigh's belt allow him to set off different traps when he needs to. Finally, one of Raleigh's greatest creations is the "Weather Ornaut Staff", a twisted creation made from plans in the Thievius Raccoonus for a powered up cane. Raleigh altered much of the original working and threw in his own weather tech and voila, staff that can blow, freeze, shock, or burn you.

Additional Info
1) Raleigh indulges in flies a bit too much and as a result has gained a bit of a gut.
2) He fancies himself a Gentlemen Steampunk Pirate.
3) When Raleigh finds out about Bentely, he immediately hates him as he sees the turtle as a nuisance and also an intellectual rival.
4) If given the choice to use his weater machine to help others, Raleigh would set it to make things worse before it blew up by self destruct.
5) Out of the Fiendish Five, Raleigh only barely gets along with Clockwerk and Muggshot as they have much use for machine expertise. Panda King only cares about his martial arts and Mz. Ruby only wants magical stuff around her.
