Two characters that I've been thinking about along with a few other villains and heroes.

Sugar Rush is the child of two heroes, Chrome Dome and Valocity. As such, she's inherited her father's invulnerability and her mother's super speed, although she can't use it unless she gets some sugar in her system. She usually chews a stick of gum to activate her powers, but her hyperactivity goes to 200% percent and she ends up speeding and crashing into many things until she loses her powers and experiences a sugar crash. Her parents don't want her to do hero work yet, but Sugar Rush can't help the calling and has gotten a super suit from a friend of the family. Her costume is made of a durable fabric and shock absorbing armored pads to keep it together since regular clothes are ruined from all her super speed crashes.

Blades comes from a family of thieves that use hi-tech devices to break into places and fight their enemies. Not wanting to follow in his family's footsteps of stealing valuables, Blades instead became a thief who steals from supervillains. Blades uses laser blade gauntlets and some hi-tech roller blades that build up power the more that the wheels turn. Theoretically, his roller blades could power his devices forever is enough energy is built up from rolling on them. His mask is equipped with a HUD that scans all buildings and people and shows his own energy levels.

These two don't fit in with heroes or villains, so it's them against the world.
