Good question... Hmmm... There are a few things you can consider, will the other characters have shiny hair?
If not, then Sanyu doesn't need it either; it's part of your style.
If yes, then you can do something like this:
You could add shine to her hair as a way of portraying her state of mind. In "real life" hair starts shining when it's taken good care of (shampoo and/or conditioner), which in comics, is usually applied to characters who actually care a lot about their appearances. Sanyu strikes me as a person who is insecure, but isn't really vein about her looks, so on a normal day, I'd say she doesn't put that extra bit of effort in making her hair shine. She's clean, of course, but she does what's necessary, not more. Am I right? While writing this, I keep thinking about the hilarious "Sarah's Scribbles", she has a very... funny way at looking at shiny hair. In her comics, ladies with shiny hair are the pretty girls, and she doesn't consider herself to be one, so her own hair is usually portrayed as a dull black and kinda messy blob.
