To a fault I say, essentially I find him the perfect start off foe because in a setting thats sort of got the gritty and realism that Nolan's batman has, and have enough of a comic book ironman tech element it has,
It's good to represent how Batman's coming to Gotham is a symbol, batman begins being about how Bruce Wayne became what's called batman, as where this would be meeting Batman and peeling him away to see how he was created by bruce Wayne to be said symbol.
Gotham already has a symbol of fear, Black Mask, Roman Sionis. His face is what means fear in the minds of gotham.
In mine he's from a fictional Cuban crime ring, who once was their muscle, worked his way up to being their interrogator; doing the vile and unspeakable things to get information out of people without breaking a sweat. He then finally, being smarter then the head of the gang, killed his boss and took over, his patience paying off.
In America, a car bomb planted by his own family to kill him nearly succeeded, blowing off the front portion of his face and skin.
The plastic and synthetic material they used to case his face and exposed features, he had harden naturally becoming like very hard plastic and stone like, and refused to have synthetic or false flesh put over it, he liked the skeletal look he had now. He killed the members of his immediate family responsible for wanting to get him out of the way, and was known and feared by the face of the BLACK MASK. Where he resides in Gotham, a ruthless crime lord who laid his hand onto the already festering corruption Gotham was dealing with and made the city his, bureau, courts, and alleyways.
Few to none (in gotham) have seen his face in person and lived to tell about it, but the fear it circulates is like the plague behind it, people fear the Black Mask.
So now the symbol of the Batman shows up to challenge that face, suddenly justice, and something stalwart enough, and fierce enough to stand up to the crime in Gotham has it's standard, the Batman means hope things can change, and a symbol of fear for the crime in gotham to know, and suddenly being cushy with Sionis doesn't mean as much anymore.
So it's too symbols going head to head.
He survived it and killed his brothers and sister for it trying to get him out of the way, and as for his face, the plastic/synthetic material that hardens after applying they used to help support and protect his bone structure and veins, he decided to not have it painted over and let it draw in the dull gray-ish color it was, then had it painted black so that his face could look horrifying and
