Reminds me of Kane, from "Robocop 2", or the antique soldier robot from "Judge Dredd", though there's nothing antique or creaky about this bruiser.
I would think if Terminators were produced, they'd come in several different models, just as are planes or tanks or any other weapon. If so, this would be a "heavy duty" model. Not designed to mimic human beings, it would instead strike terror into the hearts of the resistance fighters.
It might also be a souped-up version of a robocop, when authorities have decided a somewhat heavier hand is needed to deal with the anarchy and chaos of a decaying society. Terrorist threats, riots and hostage situations would evaporate in the face of "Bubba" here.
It might also be the one-robot "goon squad" of a futuristic dictator, like a mechanical attack dog on a loose leash. Nice doggie. Maybe I got a Milk Bone?
