By using Paint Bucket Tool in Photoshop!
You can make your own texture by taking photos of watercolor paper (or the texture you want).
To create texture →
Open the photo file in Photoshop > Edit > Define Pattern
To use the texture you have created →
New layer > Paint Bucket tool > drop down box and change foreground to "Pattern" >
Use Paint Bucket on a new Layer on top of your colored drawing (set layer effect to Overlay 10%)
I did the texture layer effect over my cell shade. It will give a faint effect of texture/roughness.
(I use very low Opacity on texture so the effect might also depend on the shading and the use of Gradient Tool as well).
Please feel free to ask if any parts are unclear.

I am not good with words but I'll try my best to explain!
I mainly use cell shade with gradient for my coloring, and some textures (with layer effects).
1. base color > 2. cell shading (I use Hard Round brush, 100% opacity) >
3. [shading] On a new layer, use Gradient Tool (pick darker shade of the same color). Set layer effect to Multiply (30%). >
4. [lighting] On a new layer, use Gradient Tool (pick bright yellow, gradient on light source). Set layer effect to Overlay (50%). >
5. On a new layer, add texture and set to Overlay (10-20%).
→ (You can make your own texture by taking photos of watercolor paper (or the texture you want) > open file in Photoshop > Edit > Define Pattern) To use the texture you've created, go to Paint Bucket tool > drop down box and change foreground to "Pattern" > use Paint Bucket on a new Layer (set layer effect to Overlay)
I spent most of my time doing the cell shade step because I tend to use 3 tones (light/mid/dark) to color one part.
(ie. for the flowers, I use Light Yellow/Light pink/Pinkish-Red/Dark red/Dark brown for cell shade).
