Haha, well here's my theory. You know those two girls who lost their father in the walker prison attack? I think the older one is who is feeding the walkers. I forget her name, but she sorta likes the walkers, like, she still thinks they're people. Notice how she seemed more upset about "Nick" the walker than her father dying. And as for the person who is killing and burning the bodies of the sick people, I think it's gotta be that one doctor who identified that the walkers without any bites were dying from a disease. It's gotta be someone who is afraid of an outbreak.
