A commission for GJTProductions , we are planning this to be a continuing series of comics. They did the script and I did the visual art.
Tempest may have been a villain, but this is FiM, and they love to reform villains there, so it's just logical that she cutely jumps on that wagon (like in this: derpibooru.org/1514712?q=spoil… ).

Twilight dusted off the emotional manipulation skills she doubtless used extensively on her "Big Brother Best Friend Forever" when both of them were young because, like with Thorax at first, she's asking Shining to go WAY out on a limb with Tempest here. And of course, Tempest is a willing accomplice because she doesn't have a better idea of what she should be doing now...

He teaches Tempest how the Royal Guard works currently (police, monster patrol, frontier exploration), and she then uses this knowledge to make informed suggestions on how to improve it based on her own experience.
It totally works!

But she is friends with a Princess of Equestria. That's very close to a pardon in this country. (Most likely a full pardon with no consequences whatsoever, except some mistrust from some sector of the population. Actually, being a threat to Equestria seems like the fastest way to get a scholarship to be student with princess Twilight)
