Saying the 13th Irregular Regimental Combat Team is an unusual unit is like saying the Astartes are just supersoldiers. Hailing from the Hive World of Harmetal the Motorheads are comprised of few volunteers and more draftees. However they have special permission to "modify" their uniforms provided that the Holy Aquila is left untouched. The Regiment specializes like its namesake in unconventional and irregular warfare. The best within the unit are the Bike Scouts who are equipped with a personally customized motor bike and are experts of being undetected primarily because speed is their camouflage.So as promised more Imperial Guard. I love these guys!

Well, lore-wise it seems no "very-special" permissions needed for such things in the first place, since the uniforms and personal infantry armour are mostly dependent on regiment's home world. While Cadian-style full BDU (battle dress uniform) and flak-armour vest+helmet are commonplace, since many planets imitate the venerable Cadian art of warfare, but other variants also exist in great varieties with examples like Krieg Death Corp's greatcoats with armour plates sewn in it or regiments equipped fully with carapace armour vests and helmets (more expensive and heavier, but more well protected)
