No, I didn't understand anything you were trying to get through, except the point that I was an idiot. And when debate turns into insulting, it's really just low level.
From what I understand, protecting your art against this act isn't all that big of a deal. "Obviously the best way to avoid having one of your works possibly being considered an Orphaned Work is to actually put information directly onto the work itself.
I've been trying to promote people adding titles, signatures, copyright statements, watermarks and all sorts of identifiable markings on their works for years because of actual cases of art theft and copyright infringement and the Orphan Works Act is simply another reason to do this.
Actually registering your copyright is another excellent step to make yourself readily identifiable and it strengthens your protection against actual copyright infringement as well.
The point here is that if you can be reasonably identified and located your work obviously can't be declared to be orphaned."

You realize no where in the proposed bill does it say anyone will be paying anything, right? You probably still haven't read the bill.

As far as I can tell the idea of having to pay a fee to register with dozens or hundreds of private "registering companies" seems to have simply been invented by someone as a means of panicking people.
The actual bill says nothing about it but in actual remarks by Marybeth Peters before the Subcommittee on this matter she mentions the possible use of 'rivate sector' resources as tools in the search for proper owners but the manner in which she speaks about it makes it obvious that these are not special companies you must pay to register with but rather the same databases and resources and industry connections which exist today for figuring out who might have made this or that.
This is probably where the crazy notion of thousands of private "registration companies" charging god-knows-how-much money came from."

Thinking that a non-profit organization will run the registering (with what money anyhow, may I ask?) is just as stupid as your interpretation of the 1st amendment. As I said: please just stay out of the debate, you'd sound so much smarter.

Ah, I don't celebrate Christmas (I don't have much family, we don't get gifts and we ain't religious), so I spent the day playing Civilization4 and scripting
