Turned out that the whole thing was a scam for a bunch of troll-bots. I ranted at them until they finally blocked ME.

Seriously though it mainly requires three things I can think of:
Tenacity: keep fighting; the trolls may love the attention but they also want to "win" which happens when you give up.
Patience: don't rush into responses; you are less likely to let emotion rule them rather than being able to intelligently argue if you rush your responses. Besides making them wait a bunch of hours for your response drives them crazy. Also they are trolling for attention, by making them wait you are showing them that they have yours, but only minimally and they find that frustrating.
Self-control: don't let your emotions rule your responses. Think through your responses as carefully as you can. They want you upset and angry; so don't be. Or at least don't let it show in your responses. Don't be afraid to make your responses biting or even a bit mean, but don't resort to things like cursing because that shows you are getting emotional and that emotional turmoil is part of their goal; so if you can keep your responses succinct and unemotional that too will frustrate them.
There's probably more but I can't think of anything else atm: basically it boils down to knowing how trolls think and what they want and giving them the exact opposite as much as you can.

Yeah I don't usually deal with phone-spammers: I let my answering machine deal with that; assuming that's what you mean.

I ran a landline into my home with an answering machine. So the machine gets to answer and I tell friends that because of the immense amount of spam calls I get they need to tell my machine who they are and if I'm nearby I'll grab the phone. Otherwise I almost never answer unless I recognize the caller ID.
My cell on the other hand is one of the Fed-given emergency phones; and I seem to be sharing the number with somebody else because I get messages from his friends regularly saying stuff like "I'm at the fair, where are you?"

I would think that; but I've still been getting "where are you Joe?" calls that suggest that the line is still live at his end too.

I would think that too; but when the messages sound like "Joe" made plans to meet people someplace and they are calling to find out where he is I have to think differently. And it's been happening ever since I got the phone (almost 3 years) all the way through until very recently.

Maybe but it's the same guy calling many times over a couple years about hang-out meetings: when it's something like the state fair you don't make an agreement to meet somebody, give them your old cell number so they can't reach you to find you, then blow them off. At least that doesn't sound right to me. Additionally I even called one of them back and told him this number no longer belonged to "that guy you know" and they kept calling anyways as if they were sometimes getting him. I mean this is a phone I got for emergency calls through the Fed Gov; trust them to give me a number that's still in service to it's previous owner? I would believe that.

To be honest I could believe it either way, it's just that things seem to be pointing towards the line still being in service to the other guy and somebody giving me his still-active number by accident. The Feds suggested I just start blocking the numbers that call me trying to reach him - I don't even know how to do that - I barely know how to make calls off of it.

With the games it's often just figuring out good tactics; I can do that; or otherwise it's just looking up a good walk-thru. I can read directions if it's something I'm interested in; if I'm not I can't focus and often the directions don't really click for me; I don't know enough about what they are talking about to understand them - partially because they are assuming a familiarity I don't have. This is the first cell-phone I've ever had - so I don't understand anything about them. It has to be turned on yet there is no "ON" button for instance and I had to be shown how to do THAT.
