Well that's a bad habit to get into. It's ok (in my opinion) if you use a base and either 1. Know how to make it look good (shading, give credit to the original, ect.) or 2. Don't post it online.

I do give people credit usually, and I only have MS Paint not good editors! So shading makes it worse! God this is so annoying! Why do people have to be mean to me because I use bases! Everyday at least 2 people say my art is bad

Well then here is the best advice I can give to you.
1. Practice on paper. This is where you can slowly develop your own style. Look at other art as a reference.
2. Download an app on your computer called Gimp. This is what I use for drawing digitally at the moment. It's free from what I've seen.
3. Save up for a drawing tablet if you don't have one. This will help A LOT for drawing digitally. I use a Wacom USB Drawing Tablet so this is what I can recommend if you're just starting out. I haven't used anything other than this though.
4. PRAAAATTTIIIICCCEEE. This is probably the only way you can get better. Experiment with different stuff like shading and depth of stuff. Eventually you'll get better and learn new techniques.
