In deviantart, you can gift a 'gift' of a llama badge to people, and sometimes they give it back. It's usually displayed on the top right hand side of someone's page.
I assuming 'herding llamas' is when someone actively looks to get given llama badges by people.
The more llama's that are exchanged, the more special 'llama' types you get.

As for punk bands... The Exploited (before they turned thrash), Reagan Youth, Project X, Gorilla Biscuits, SSD, Sick of it all, Misfits, Clit 45, and some NOFX (they're hardly ska, though use some ska elements in some songs)... let me guess, you have only heard of Exploited, nofx and Misfits in that list...
