guarda, io uso photoshop con cui mi ci trovo bene, ho provato anche paint tool, che non è male, anche se continuo a preferire photoshop.
dipende anche dal modo in cui disegni, di programmi ce ne sono, oltre a photoshop e paint tool c'è anche GIMP che conosco. ti consiglio di provarli e vedere con quale ti trovi meglio (in ogni caso non sono gli unici ce ne sono molti di programmi del genere, io ti so dire solo quelli che conosco ^^)

a parte GIMP sono tutti a pagamento... ovviamente ci sono metodi e metodi per averli 
photoshop in ogni caso ha 30 giorni di prova gratuita se ti interessa
