She wasnt "art theiving" anything. She changed some stuff in the pics, which is allowed, right?!

It depends what she changes. if she adds a few sprinkles here and there, or edits the colors a bit, then no, that is technically art thieving.
Even if she changes bits of it, she MUST provide people with the original artist's name, but in most cases, unless she relinquishes ALL rights to the piece, as a huge disclaimer, and says she owns absolutely nothing of it, then it is okay.
But she was taking other peoples' work and claiming it as her own, and that's art theft. Especially, ESPECIALLY if she claims rights to it and never consulted the original artist.
Desktop wallaper screenshots are actual screenshots of your DESKTOP, so people realize that the work isn't yours. It's also nice to fully credit the original artist, but if you dont know the original artist, you should state at least that the work isn't yours.
What would you say if I took "Starry Night" by Van Gogh, drew a stick figure in the background, made a few of the stars pinkish in color, and maybe added a balloon? And then had the gall to say that the work was mine? You'd think I was nuts. That I had no right to claim it as my own.
On Deviantart, we want to see work that is COMPLETELY her own. If she ever decides to edit something, every occasional time, and is able to credit the original artist and make it very clear that she did not do the original drawing, but yet made a significant change to it, then people might not be so upset. But the fact is that ALL her works are works taken from other peoples' submissions online, from google images, or wherever she finds them, and she edits them slightly, and then claims them as her own, and then ONLY AFTER someone challenges her copyright, she says that it was a 'friend' that did it.
That may have worked once or twice, but after she continually did it, I, and a lot, a LOT of other people, began to catch on.
So I got her 500 hits. And I requested something that was her last saving grace - to prove to me that she did the art herself. I requested a fight betwen Piccolo and Android 17, and told her there is no rush, she can get it up whenever she likes. There is little if NO fan art out there of a fight between Piccolo and 17, and I wanted to see if she could actually do it?
The result? a copy and paste from google images. OTHER artists' work. Even OFFICIAL artwork was made by SOMEBODY. And she never even gave credit to the original artists. And it wasn't a fight scene.
I'm tired of her excuses. She needs to learn how to draw her own artwork, or she's going to get into a lot of trouble. I hope she can do her own stuff in the future. Her own as in COMPLETELY original. Never seen before. From her OWN hand. Everything. from her own hand.
She can start with the battle between Piccolo and Android 17.
