It wasn't because they thought he didn't make the wallpapers. It was because you're not allowed to use official anime and video game art work (ie. screen shots, manga scans, images you find of characters you like on fan sites or through Google, etc) to make aforementioned wallpapers and post them on dA. In other words, if you didn't draw it and it's not explicitly stated by the ORIGINAL ARTIST, not just the website you got it from, that it can be used, it's not allowed. It's copyright infringement, and every other anime wallpaper or icon uploaded into a gallery you see on dA is also in violation of policy.

It's like running a traffic light.
Running a traffic is illegal and wrong. Everybody knows it's illegal and wrong. However, only the people who get caught are punished for it. Just because you don't get caught doesn't mean that running a traffic light doesn't matter.
Every single other wallpaper you see that uses official artwork or other people's work without permission is violating the deviantART terms of service (and breaking the law). They simply haven't been reported yet. It's a chronic problem because nobody seems to want to find out what the rules are before they start using the service.
