Sometimes they show up in the Safari Park, and you can buy them, there! 

You might be able to find someone who is trading one for art, or make a comment seeking one in exchange for art, here (there's also people who gift Pokemon to new members, here, too!): pokemontownship.deviantart.com…

My first character's starter is a Pichu, that is now a Pikachu, so I might be able to breed one for you as a welcome gift! I just need to save up a little, and wait for the breeding center to open up, and if you don't have one by then, I'll try to breed you one!~

Yep! The only Pokemon you can't get are legendary Pokemon, and there are only one each in the group, and either the belong to mods, or are given away as special event prizes

Rockruff is pretty rare and in high demand in the group, but you should be able to get all of them at the Safari Park! You just have to get lucky and have them stock them! The species they stock are picked randomly, I believe, but you never know when they'll have them ^^
