so im now rushing to get my license before they make it so i cant drive anywhere and therefore not get a job >

Eh if they are it would take a while for anything to actually go through and happen. So there is a very small chance it would happen before you're eighteen anyway. (I'm assuming it would be to eighteen?)

i know one of the rules would be drivers under the age of 18 could not drive after dark (aka. 4)
but they might try restrcting 21 year olds too

That... would be stupid. Honestly, it's not that much of a problem now, and I can't see the issue getting enough support anytime soon. A lot of parents depend on their teens driving after dark, so I imagine if they started putting it out in a lot of public discussions, they would be met with a lot of opposition.
