Have you tried resetting it or rebooting? Other than that, I don't have Windowsblinds so I really can't help you here. Good luck

Mate, this is a question like "can I have iWork for Windows" or "can I have a BSD terminal version of MS Internet Explorer"
It is clearly understandable that getting the .NET Framework on a dial-up connection with something around 4 KB/s can be really difficult - but it is more difficult to re-write the program in native (non-.NET code), believe me The framework is absolutely required for a number of apps (including Photoshop and MS office) and it is a basic need for every Windows PC just like a PDF reader and the flash player.
Why don't you invest $1 or 2 and head to the next internet café where you leech newest .NET offline installer, put it on USB-stick and install it at home? Or you also can get a good download manager (where you can interrupt and resume downloads like "Download Accelerator" or "JDownloader") to get that offline installer chunk by chunk. Yeah, dial-up + 50mb download = 5 1/2 hours. Doesn't work on my end.

You can just start it before you go to bed and when you wake up in the morning, it'll be done.

Perhaps the point of Dial-Up is a little undefined. If left vacant for more than 2 hours, it'll remained connected but its download speed will be 500 bytes/second. The maximum, 4.5kb/second is still slow, but can't keep it's levels too good.
