Is it not possible to create a version of Show Desktop for a computer without .NET Framework, transparent or not?

Mate, this is a question like "can I have iWork for Windows" or "can I have a BSD terminal version of MS Internet Explorer" 
It is clearly understandable that getting the .NET Framework on a dial-up connection with something around 4 KB/s can be really difficult - but it is more difficult to re-write the program in native (non-.NET code), believe me 
Why don't you invest $1 or 2 and head to the next internet café where you leech newest .NET offline installer, put it on USB-stick and install it at home? Or you also can get a good download manager (where you can interrupt and resume downloads like "Download Accelerator" or "JDownloader") to get that offline installer chunk by chunk. You can just start it before you go to bed and when you wake up in the morning, it'll be done.

Perhaps the point of Dial-Up is a little undefined. If left vacant for more than 2 hours, it'll remained connected but its download speed will be 500 bytes/second. The maximum, 4.5kb/second is still slow, but can't keep it's levels too good.
