Well if your drawing I'd say using layers is the big key to it all. Layer with the sketch then coloring, slowly you get more confident with it. Then you'll be able to do backgrounds and more layers. Really it's experimenting and as long as you have a tablet it makes it the easy. If you trying without then it might be more of a struggle. It may be a good idea to have trace some sketches that you might have scanned on to the computer first.
The effects part is just plain me being random and playing around truthfully.
