It depends on what exactly you want to do. I use AfterEffects, but Flash might also be good for what you want to do.
I'm sure there's a few other packages out there that I'm not aware of too... Β father Google has the answers.

I just wanna say that your visual effects & animations are AMAZING! And that you've actually inspired me to work much harder in After Effects despite my laptop limitations(A.K.A lag hahahaha). I joined League and was in awe when I saw Jinx's login screen since I didn't know how capable 2D images are to create mesmerizing 3D effects
Though I must ask, do you happen to have a FAQ somewhere? I'd love to go through it if you have one

Lissandra was the first login screen i ever saw and it turned me insane about how to do that smooth and beautiful animation.

Lissandra's Login screen animation was the first one that used actual 3d elements in AE (the rotating crystals), and those were pretty intense to figure out.

Well I have someone working on a still picture for my Avatar or my look for my youtube gaming channel. I had no clue you did the works for the login page. Kudo's love it. If I provide you with the image as a reference. I just want something simple to use as an intro for my videos. I was wondering how much it would cost.

It's normally all AfterEffects (with some plugins, some of them custom made internally). But a few times we use FumeFX.
I upload the video, and just select that section I want, it's actually pretty easy.
