They're not open source, they're Creative Commons.
I know you can't license Creative Commons assets based off of commercial properties, but it's honestly the best way to tell people "yep, you can use this however you'd like".

Hi DDP! What are your most recommended 15/16 color palettes? I'm planning to do some open source work for Zelda Classic Without Zelda so I'd appreciate your input. I'm thinking maybe I could do 3/4 color tiles/npcs with those colors taken from a master palette of 15/16 colors for NES style, and for BS/LTTP style just use the whole master palette at once for any given sprite.

Using a single 16-color palette for an entire tileset would be really difficult! There exist ones but I've experimented with them and the results aren't amazing in Zelda Classic. If you want recommendations, the default ones that come with Aseprite are really nice. arne-16, dawnbringer-16, edge-16 and pico-8. You can also come up with your own 16-color palette that suits your needs like I did with my Unnamed NetHack Tileset .
