I like it. Though you should make him have a fatal flaw, something like that he can't mimic someone's face/eyes right and he would have a distinctly more masculine form, not all of Kali's curves. And their backstory? Simple.

She made him. Craving companionship, she took some of her own DNA and tried to make another of her kind, only to fail horribly. Growing frustrated with her failure, she gives him two choices: Leave or Die. So essentially, she abandoned him, though he has a fraction of her natural ability to steal. Not nearly as much as her or her true students though.

How's that?

He can only turn into things he's seen, and he can only use one of their moves per transformation...but he's had to have seen them use it (so, for example, if he knows Kalika, and all the moves she can use, he would have to turn into her once to use Psychic(I think she knows that..) and then turn back into himself, then back into her AGAIN in order to use something else.) He also keeps his voice, so if he turns into someone and speaks, then he's usually screwed. Which sucks, because he likes to talk and make chit chat. He also can't transform too often, as it tires him out and tends to make his transformations less.... good?
He also can't take physical hits. Even if he turned into a wall, or something hard that one might think could take a physical hit. I think his weight might stay the same too, so no matter what he turned into, he would keep the same weight... but I'm not too sure on how to make that work, to be honest. It makes my mind spazzle thinking about when something transform in a fantasy setting. Do they keep the same mass? Weight? What happens if they turn into something small? Are they really being "compressed" or are they basically "destroyed" and only that small form left?

I was gonna add all that to the main thing, sorry! I might be forgetting stuff too. ;_; Ooh! I might make him a klutz too! Physically and verbally (he'll say the wrong thing and might make it obvious that he's not who he is pretending to be). It's somewhat hard for him to get a feel for all of the new bodies and forms he takes, so he's kind of awkward and klutzy.

Personality flaws? Might be arrogant and has poor people skills. Gets angry easily when people mistake him as a girl (since Ditto has no gender in the games, he's gonna look kind of ... androgynous? Being pink probably won't help that either! )

Sorry this was so long and rambly! The idea for him is relatively new, so I was kind of "venting" to you ideas as they kind of came to me... if that makes sense? I was kind of getting a feel for him and adding on to the traits I already thought up for him and trying to get to know him better.
... I really hope that bit made sense. ;_; I just kind of ramble when brainstorming characters. Sorry you had to be the victim of it this time! And thanks so much for the background!

It's okay. And that sounds good. And shapeshifters have the same weight and mass because the shape it only an illusion. Which would work since he can't take hits-it would make him untransform and break the illusion.
