Yes, I've done all this. I'm looking at my chart and I'm on the cusp btwn Libra and Scorpio. It's just barely on Scorpio.

II forgot to ask place of birth (which is needed to calculate an accurate Rising Sign). Place of birth can heavily affect degrees and at the place you were born in you may not be born at the cusp.
