Okay so Paradis doesn't really have people watching over them since they usually watch over earth because that's where they'll get new people to be apart of Paradis or enfer
But because they're will be a chance of people in Paradis going rouge/breaking code they'll only take care of that because most Paradis citizens know about what happens when they break the codes
Along with the relations you ask about they're not supposed to interact at all with eachother because again it's breaking code and no one in Paradis wants to break code so they'll stay away from people in enfer even if they're old friends and family because staying in Paradis is something they want to keep and again breaking code is bad and they don't want to think about what's going to happen to them if they do
