It's Frederica bernkastel from Umineko no naku koro ni, she really looks like rika I agree ! ^^ (To my mind, I think there is a link between these two anime and between her and Rika)
Otherwise, I like rika too !

ohhhhh yeah! in the manga for higurashi they always have sayings from frederica bernkastel and in the title just the first word is different so yeah i think theres a connection...
but i feel totally dumb cuz you can tell the difference between frederica & rika from their eyes (their names sound alike too!)
