Virtually any add-on that can perform edits to the HTML of web pages ranging from ad blockers to Greasemonkey and so on, should be capable of that.
Granted, what extensions you'll find depends on your browser and platform. Won't be a problem for Chrome or Firefox, which have their own add-on stores; but it's harder for Internet Explorer, and Edge doesn't support extensions yet; I don't know about Safari.

At first, I thought I could help people produce more sensible and insightful suggestions, because, you know, responsible citizen - better suggestions would mean everybody wins.

Recently on Ideas Forum you linked to FAQ about Search. There is a section saying that adding "" will return deviations with whole phrase in title, description or keywords. Do you know if it means that we can use "" in keywords or the algorithm just looks for all the words in keywords?

I did a bit of testing, since I wasn't completely sure, either: enclosed two keywords of one of my deviations within quote marks and then searched for them with the keywords: filter (to make sure it wasn't reading titles or descriptions) with the keywords in different orders; the said deviation showed up each time.
So, basically, searching for keywords:"a b" will return deviations with both a and b keywords, regardless of order or even formatting. Interestingly, this seems to apply to the titles, as well. So only description phrase searches care about the exact order.
