Not good at animating yet.

Hey I have a question in regards to animation.
I'm very poor right now and can't afford a animation program.
But what I do have is Vegas Studio Max and a lot of art skills.
I was thinking about drawing frame by frame but that takes long time and I don't have a light board anymore.
Any ideas?
