What are you trying to submit as a print, I couldnt help but nothing your comment in the shoutbox asking about it. There are a number of reasons why it might not be allowing you to submit the work as a print. But in order to give you a good reason why, I'd have to know a few things first.

this [link] someone said it was because i have it under fanart. I made the design my self but i don't own The title so that's why it under fan art

You could try now to use the submit it as a print, go to the page and hit the edit art link on the right side of the piece, and see if the opttion to submit as a print is given. I know that if you have no print subscription you can still sell art as a print but you will not recieve any money if it sells. Having a print subscription I have other options to me, so I'm not positive that will work.
