I made a little harness out of some cheap stretchy headbands I bought at CVS! Like the way a bike helmet or hockey helmet stays on your head: a chinstrap and a forehead strap, attached to the main hood frame at my temples!

Right now I was thinking of just cutting up a bunch of strips of fabric together on top of sortof a base? I'm going through a lot of ideas for construction right now, but I'm not really sure which to go with. If you had any input from how you made it, that'd be pretty awesome if you could share. I was thinking about using waterproof liquid eyeliner for the tattoo thing on her wrist, and blush/red eyeshadow applied very liberally for the sunburnedness.
I'm going to try very hard to do this justice. Haha.

A bunch of strips of fabric on a base is actually pretty much how I made my PM costume! I wrote a summary for someone else that goes into a bit more detail; I'll send that to you in a note, along with some suggestions for the other parts of your costume that you've mentioned!
