Like, it depends on what you wanna achieve? Like, for free-hand digital painting I most definitely recommend SAI because it obviously lacks the functionality and image-editing capabilities photoshop has and that's why it's so smooth and feels almost exactly like drawing on paper when you use a tablet; so definitely, if you wanna doodle, sketch or even make a big digital painting SAI is the way to go.

Now, if you wanna edit stuff, add effects and (very important to me) add fonts and lettering, then obviously, photoshop because SAI can't do any of that.

I like to use both at the same time? Like, that Papillon key art for example, I used SAI at first to draw everything and color and then I added all of that shine and the background and the logotype and a lot of other effects using Photoshop.

It takes some time to get used to them, and photoshop is a lot harder to use than it seems but trust me, it's worth it in the end! SAI is not that hard if you're experienced with digital painting, but you gotta study and mess around a lot with photoshop to fully get the hang of it. Just be patient, persistant, and most importantly, practice!
