Bear, yes I wet the paper in the sink, then let it dry a bit. If it's too wet you won't have any control, but the paper has to be moist so that you get a transparency & fluidity in your watercolor.
Β You can also just wet the area you're working on. For example, if you wanna paint a house on a prairie, you first wet the area of the sky, paint the sky. Then you can wait until it dries. Then you wet the area of the house, paint the house. etc.
