Jolly would increase speed, and decrease special attack

Adamant would increase attack, and decrease special attack

Since Garchomps best moves are those of pure attack stats, i'd wanna raise my attack rather than speed
But Garchomps attack stat is naturally high. The speed is too but not as high as attack. I'd go with adamant c: But really it depends on what you want! You could always give it items to increase speed
