For creating a stamp you need a drawing program and (this is optional) an animating program. I use Adobe PhotoShop and Easy Gif Animator. 
You need to download a stamp template. I usually recommend people this one sergeant-mcfluffers.deviantart… .
You open it in PhotoShop and write your text there, using Type Tool. If you wish, you can recolour the template or create several frames for an animated stamp, and in such a case you will need an animating program too.
