Just read on the wiki that RO635's special ability is a "taunt" of sorts that decreases the enemg's damage by about 5% depending on the skill level
Interesting side note: She will also play music in the dorms to entertain her teammates.

A trivia:
UmiNeko (the artist of RO635) illustrated many art works of Shibuya Rin from Idolmaster Cinderella Girls. Incidentally, the character Shibuya Rin is voiced same CV as RO, Fukuhara Ayaka.

It should be noted however that even though you can see her lips moving in the dorm, you can't hear what she is saying, even with the music volume off.
I literally just unlocked her (yes I had to use a support echelon to defeat Dreamer) and decided to try it out, but was shocked to learn that even with the music volume disabled, everything she says when not on the menu screen or in combat is inaudible.
I found that to be a bit surprising, but maybe at some point an update will be released that allows you to hear what they're talking about in the dorms and hopefully another one that translates the spoken language to our native country.
And if not, hopefully the upcoming anime series will have an English dub

Oddly enough I found out RO and M16 say the same thing in the dorms when you pick them up.
At first I assumed they had the same CV but I guess it's just a coincidence
