Well, season one to four is on Funimation, but to watch it dub, you have to have premium membership.
Season five, on the other hand, is barely about to be dubbed.

But honestly, I'll say this: Hetalia is one of the few animes that actually is better dubbed than subbed.

Yeah funimation did a good job with the voices. I prefer subbed sometimes tho cuz the voices sound super cute. Hetalia is great but I'm really into big windup at the moment :3 I'll try to finish hetalia sooner or later.
