It's pretty simple.
1) Devise a background for your character that is within the bounds of the setting. The setting is rather flexible so it's easy to adapt most ideas.
2) The character can't be from a different galaxy or alternate reality.
3) If intended to be a student, the character should have heroic potential, but that doesn't need to be realized right away.
