..which ND400 are you using?
..I bought one of those cheapos (citywide) which was waste of money as it came defective, so I'm looking for sth that will actually work..

Yeah, it seems that the only way to get a strong ND filter that is at least close to neutral is to pay more. I use Hoya ND400 and it's got some (blue) color cast, but it's easily fixable in RAW using white balance settings. Color casts from cheaper filters are usually stronger and harder to correct in post process.
I also seen people get great results with Heliopan 3.0 or B+W 110, so you probably can't go bad with any of these two. It might be to their advantage that they're one stop stronger than Hoya, offering a full ND1000.
