Yay, you're back!
Anyhoozle. What if, in-universe, Alycia and Mira had the other regions' Champions send the strongest Trainers they could find to Luka? Then, they'd be put through a series of tests, like a competition.
Maybe first they'd be split into teams, and have to hunt down the location where 'Alycia and Mira' are. When they get there, it only turns out to be Silver and Paul, who decide which Trainers are sent home, and which continue to the next part of the test.
After most of the Trainers are eliminated, the remaining ones would have to fight their way through Pal, Silver, Mira and Alycia. Depending on how they do in battle, they'll be granted a certain spot in the League! Like, if someone could beat the first three, but not Alycia, they'd be put in the E4. If they couldn't get past Mira or Silver, they'd become high-level Gym Leaders, and if they couldn't beat Paul they'd be low-level Leaders.
