Wanna hear some bad news? It doesn't exist!
It's a customised SPIE harness, similar to the one he wore with the Sneaking Suit in Peace Walker and Ground Zeroes.
I'm afraid you are going to have to do what I did for mine. Make it yourself. It's very easy and much cheaper than going out and buying a actual parachute harness.

I can build one too, just like the Snake Eater version. but what did you use to put it all together, I had to go to a shoe cobbler to help me sew it with his sewing machine that he uses for leather shoes, because our ordinary sewing machine can't pierce through webbing. well thats what my mom said...

I hand sewn mine. It's pretty easy once you get the hang of it.

May I ask on your part what did you use to stick the horn on your forehead for the Punished Snake cosplay, and what is it made of?

The horn was made for me by a friend. I have no idea what he used to make it, I think it's modelling clay then put into the oven to harden.
As for attaching it to my head, good old spirit gum did the trick!
