I made it from a thick PVC Pipe, 2 plastic containers.
The end piece is a plastic container used to hold juice and what not, and the middle piece is actually a Tang container, haha.

So --
Step 1: Wrap PVC Pipe in Craft foam, Worbla, or EVA. I used craft foam, because I'm broke.
Step 2: Cut a hole on the bottom of your middle container, the width of your PVC pipe.
Step 3: Lower the container onto the pipe into the area in which the middle barrel should be, fill the area around the hole with expanding foam so that it holds it in place. 
Step 4: If you're using a container, like I used, something that you'd hold juice or water in, a round plastic water keg if you will. www.solentplastics.co.uk/_dyna…
Step 5: Cut a hole into the water keg's lid and fill the surrounding area of the water keg hole with expanding foam as well, to ensure that it holds in place.  
Step 6: Create the circular piece that is attached to the head out of EVA foam, since it is more sturdy. Do not use craft foam for this piece.
Step 7: Attach your fishbones head with hot glue,. ensure fishbones head is made of light EVA foam, 5MM EVA Foam, rather than 10 MM. (the MM is the thickness of the foam.) I suggest looking at guides when it comes to using EVA Foam since it requires heat. Make sure before you paint it, you primer it with Mod-Podge and Liquitex brand Gesso.
Step 8: Ensure everything is in place. Hot Glue isn't too strong, so be sure to bring a hot glue gun to the convention you're attending. I actually attached the head of fishbones with thin wooden stakes to the circular base make sure it stays stable and doesn't come off.
Step 9: Hot glue fishbones to the circular base around the front of the PVC Pipe. I attached the circular base by hot gluing around the circle and attaching to the PVC. I found it was the best way to create it.
Step 10: Paint, and cry, because it took so long. Hahaha.
