I finally started writing again - six years overdue - and I'm putting together a sort-of Pokemon collection bible for my seven year old nephew, which is much more massive than it might sound at first. Almost done though!

Almost two years ago (it's weird that it's been that long) I posted the entirety of the old version of the game - cards, rules, boards, tokens - to reddit and got a huge response, ultimately leading to a fairly dedicated playtest group. In my mind at the time I was done with the CMG and moving on to better things, but I saw enough room for improvement during those playtests to ultimately get me here.
I think I've fixed the glaring issues. Now all I have to do is keep cranking out this stuff and see where I end up!
Also, yeah, my interests are right there with yours. This is like Cocaine x3 for my brain.

Is there a full ruleset somewhere? I looked around but didn't see one. Obviously I can extrapolate most of the rules from Star Wars/D&D minis, but I'm unclear on how experience and a few other new mechanics work. And what point limit is standard?

I'm holding off revising it (which, because it's me, should be interpreted as "Completely redo it from the ground up") until I've made a complete pass of every Pokemon and Trainer I intend to use. I'm over 30% of the way there, and my pace is quickening with every week.
But yeah, most of the rules are the same, and the things I've added are hopefully fairly straightforward.
Point limit is still 100 per team in a standard match, but there are a fair number of alternative ways to play that will probably fiddle with that number.

100 seemed very high to me at first since so many of the ~5 point filler figures seem pretty efficient, but I suppose there's a huge risk in bringing a swarm of filler Pokes because of the evolution mechanic. That's an interesting tradeoff.
What does a 'passive attack' do? Maybe I overlooked it but I don't see an explanation of that anywhere.Β

A character's turn is made up of two actions: movement and attack. That's a direct carryover from Star Wars, but what I've done in the CMG is flesh out the attack portion of the turn, leading to Attacks and Passive Attacks. An Attack is exactly what you'd expect: Declare the attack, target, roll d20, add Attack bonus, check result. A Passive Attack, however, doesn't use a d20 roll or even cause direct damage.
Helping Hand, as an example, reads: "Passive Attack: Target adjacent ally is +3 Attack this round." A Character with Helping Hand can forego using another attack - likely something that can do damage to an enemy - and instead this Passive Attack.
Really, the only reason I call them Passive Attacks is to remind players that a character who uses one is considered to have attacked on its turn.
As for the 100 point thing, there's definitely a balance to be had when you built a team. Like you said, you can just start a whole mess of basic, unevolved Pokemon and Evolve your way up into more expensive characters; or you can start just one or two massive final-evolutions; or you can lead off with a mix between the two. Under certain circumstances, the total point value of a team might end up being waaaaaay more than 100 points by the end of a battle, if evolutions trigger enough times.

I sort of assumed that was how passive attacks worked, but I wasn't sure. That seems very powerful in some cases, especially Jinx who seems amazing now.Β
The game balance here seems interesting. On one hand, swarms of efficient small figures are risky because they give your opponent lots of opportunities to evolve. On the other hand, it seems like there are some extremely strong anti-tentpole powers (Curse, Lovely Kiss, multiple semi-reliable instant kill moves, maybe a swarm of Gastly spamming Night Shade) that make teams of just a couple of big guys risky. It seems like quite a robust system of checks and balances.Β
